I don't mean to relive an old post but WOW I know what you mean here. There is a stretch of highway near me in Ohio that an overpass was recently added to and the highway is two lanes each way with a turn lane in the middle ON THE OVERPASS ONLY, and these signs (albeit the opposite i.e. Left Lane Ends, Merge Right) are at each end where it goes back to single lanes. I have been witness to one accident, saw 6-8 close calls, and was nearly ran clear off the road on my Harley, all within this summer alone. Invariably 90% of the people driving on this section drive on the center line across the overpass apparently thinking they have the right of way because they are on this center line. The Dept. of Transportation then came along and added a second sign which says "Left Lane Ends" and STILL no one got it so signs were then added that say "Do Not Pass" but that only makes everyone race to the merge area to be in front. The sad thing is I occasionally see law enforccement vehicles driving in the wrong lane as well which just adds to the confusion; "Monkey See, Monkey Do."
